Will Albania Be Added?

I read on a news site in my country that Kosovo signed an agreement to enter the EU. On 22nd October 2015 it was signed by all the 28 countries (now 27) even though 5 countries don't recognise the independence of Kosovo (Romania , Spain , Greece, Cyprus and Slovakia). So I guess that if 23 out of 28 countries of EU want Kosovo to be in I guess Kosovo's independence is mostly recognised.
Later Edit: After more reading and some help from Wikipedia 98 out of 193 (about 50.76%) states of ONU recognise the independence and 24 out of 28 states of NATO recognise the independence. Serbia doesn't recognise the independence and I think if more than half of the ONU states recognise it then it's independence is mostly recognised.

Albania is a Slovenia/Moldova sized-country which can't really be missed - without it, we can't say that all Europe was covered.

That is because it's done when it's done. When you get the same question about 20 times a week and you always have to answer that it's done when it's done it just tires you out. So i definitely do agree with the answer of the promods team
