Yeah closed since 1994. Mainly with the bad relations of both countries and the statue of Western Sahara.

The border is closed as of now. It has been so for a long time.
The infrastructure is all there but you can't cross it.
Roads go all the way to the border and stop.
The leaders of Algeria and Morocco are, however, discussing about opening the border.
