Ah my bad sorry
You have a lot of mods that could be incompatible and outdated mod like AI Traffic pack from Jazzycat is on latest version 5.8.
You have it on 5.0 that does not support 1.28. Please update all your mods to latest version.
Try first with only Promods and add one by one mod until you found the culprit.
Looks like it was something with load order and def file that was missing something.
Remember Promods 2.11 was just edited name of Promods 2.20 due to he don't want to activate every time.
