To clarify; the areas on the sides are indeed emergency lanes. The reason the outer lines are dashed on country roads is to indicate that you are allowed to cross the lines and for instance let faster traffic pass, unlike with solid lines which you are never allowed to cross, not even a little bit, unless in an emergency. These dashed outer lines do not look the same as direction/lane dividers or bus lane lines.
