That bridge actually looks the right height.

The issue for me is the M20/M25 jcn in the UK - this is too low, bearing in mind the 5.03m min clearence for UK roads ...

The 16' 6" is for passings without signage throughout GB

Where did you read that all roads have a minimum height of 16' 6"?
It's a bit hard to believe that GB have fixed all passings to min req without signage

Overpasses and Tunnels involving Motorways are required to be at least 5m (16'6") high. AFAIK, this is true of all Motorways including the oldest examples like the Preston Bypass. However, according to what I've read it was recently increased to 5.3m with engineering requirements regarding vehicle strikes. Unlike on A, B, C and D roads, this is a concrete minimum specified by law.
