Steam accepts PaysafeCard as a payment method as well though I do not if that is available in the US. Here in Finland you can just go to a local store and buy a card of your liking with cash and then use the code on Steam. No credit card required. ;)

I'm sorry to join this discussion late, but i want to comment.
ALL, yes, ALL map mods require purchase of ETS2. So you can't really get anything for free (well, unless you pirate it...)
