Why would we?
Our plan is to cover the whole Europe. PB is slower, there's no reason to "wait" for them, right? It's not like we cooperate, it's an
addon.

We had Ljubljana before Project Balkans even started existing, if I remember correctly.
Other cities were developed more or less in the same time I think, just PB released more often, with less cities in one version.

You could ask them this question with every new PM version which included something new in this area - they'll just continue if they want
I think you don't understand that PB mostly modifies ProMods areas, only adding some small stuff here and there = doubling the same cities sometimes, just making them different, instead of developing in a "free" area, with a greater benefit for players.
That's what I would like to see
personally: start from 2.30 and quickly (because PB has a small area, they worry only about the Balkans, not the whole map we have, so they can release often) built in an empty country which we won't cover until 2.4 or 2.5, which are months away from being released. - my tip. Look how much opportunities our roads to Split or down to Greece give other modders - everybody can expand them east/west, until we do it in the far future!
Otherwise... Well, PB is just staying behind more and more, not offering enough to encourage
me to try it out over our version (which is mostly built using latest assets and techniques, so just looking better, like you see with DLCs).
