We have added them in NL and SE.
As for NL, they are mainly off. IRL they get switched on when the speed drops below them and they automatically start flashing etc. Something that is sadly not possible in ETS2.

With regard to the LED signs, could we see this appearing on the overhead motorway signs in the UK?
