So we can indeed expect ProMods southern France, Andorra and Spain in the new, DLC compatible, 1.15 version!

What happens near the French border zones, now that 1.26 also contains areas in the old part of SCS's France? (At least from what have seen)

I presume they will be connected to the best ability of the modders to create a fluid crossover, with ProMods models/prefabs readded where necessary.
