Nope. That's just for realism purposes. Around Antwerpen, Bergen-op-Zoom is signed as the north-western exit direction of the ring, hence its implementation here. We have more locations on the Promods map where we sign cities that are not actually on the map, but we put them on the signs anyway for realism and to avoid those ugly crosses...
