I'll continue to get SCS DLC's.

If SCS in the future is not allowed to have mods.
Then they will be double punished, first for no mods, then for players quitting because of that.

I really hope that this law will not pass after. No more mods (or maybe only some of them) are very disabling.

On what specifically do you base the assertion that the new articles (worrying as they are in general) will cause the end of game modding?

I think you worry too much, it's a huge difference between (re)uploading copyrights content than creating mods that looks like real content (trucks, cars, trailers). why? because downloading and (re)uploading a song/movie/book of an author it's a direct action that causes financial damage to that author, like re-uploading mods under a different link.
a truck manufacturer is producing and selling a truck or a car, while a modder don't do the same, only creates a 3D model that looks like the real truck, not affecting negatively the truck manufacturer, by contrary it makes free publicity...

If you mean Article 13 in the EUCD, then no, it hasn't come into effect yet. They will hold another vote in spring of 2019, and even if it passes, it will not be implemented until around 2021.
