I think it would be extremely difficult to map something like the Azores due to simply how small the area is. That's the problem with micronations unfortunately, and why, for example, Monaco isn't included. Too small of an area given the scale. Madeira is also very unlikely. I could see doing Parma on the Balearic Islands and... maybe Ceuta? If you're lucky.

You mean Mallorca? With the city of Palma de Mallorca. Someday maybe.
I think that Monaco could be possible, but NOT easy.
Andorra and Gibraltar? future will show.

My bet is that Andorra and Gibraltar Yes they will be in the next DLC because the two countries are part of the Iberian Peninsula, I ruled out Ceuta, Melilla and the Canary Islands, How much Balearic Islands. Is only my opinion.

Anyway, we have ProMods to do these areas. ProMods Andorra is great.

Andorra is a masterpiece. It's extremely well made and as an Andorran myself i congratulate the Promods staff for making it 9.5/10 as accurate!

In my opinion, we shouldn't worry will Andorra be in the DLC because we already have Promods Andorra, and ScuL said that Spain merge will start with Promods Spain as the base.

Well, ProMods Andorra is feel pretty dated now, I'm pretty sure when they said they want to keep with the Iberian project they meant only the most fresh areas of it.

That is not a good reason to remove it.

We wouldn't remove it but it could definitely do with an upgrade. A new DLC means new assets
