Well, I think that a lot of Steam users would forget that there's a donate button. Plus this map isn't even on mod pages, so I doubt that it will reach Steam...
Plus there's no option for paid download. Eh?

Who needs such things ? Everything needs to be updated, improved except wheels customization
I give up following them , so annoying - i want A MASSIVE UPGRADE , NEW AREAS, a bigger ETS & ATS , MUCH BIGGER
I'm started to think that SCS brings only useless stuff

It is a quite good feature which will be handy and for the modders. New areas as France and Arizona are coming simultaneously, and SCS definitely do not release useless stuff, because everything should get an update, even if it is small and maybe not important. People must be waiting to get stuff, you should wait the progress from us so it is a same thing, just in the 'different package' in terms of slow process.

Maybe this DLC will help modders of wheels enhance their works , as did Scandinavia DLC.

May I note that this wheel DLC doesn't slow down the map development?
They have different teams working on different parts of the game.
- You have the game programmers
- You have the asset modelers
- You have the truck modelers
- You have the ETS2 mapping team
- And finally, you have the ATS mapping team

If the pack is only a couple dollars, then that'd be reasonable. If they got the Michelin license and packed in those tyres they've been teasing for the last few months I'd probably be inclined to pay a bit more.
It's not slowing down map development and it's probably not going to cost much more than a paint pack. If you don't want it, then don't buy it.
