You can create a new profile and add only the maps. And after that add one by one all the mods you want (make sure they are updated) until you find which one is causing this.

It turned out, that Rusmap (2.2.1) have been causing all those problems. What should I do now?
This is my load order.

If you are using RusMap, then the file The Great Steppe - model2.scs does not need to be included!

Try removing that universal english localsiation mod, everything else looks fine. And you don't really need that background map either, it usually causes more problems than fixing it.
