I doubt thats the reason why the release Euromir first, I think the reason is because.. Nico started building Estonia first and wanted to expanded south to Latvia and Lithuania but he has other projects to do aswell so he only finished Estonia for now

Estonia is infact smallest, but the main reason why release Estonia first is that Tallinn (EDIT: Tartu was also a possible addition for 1.00) was planned for ProMods 1.00, but it was postponed to release the first version earlier.
