Yes but you will only have a ferry connection form calais to this mod so you wont have a Pleasant experience. It's recommended to use that mod together with great steppe and rusmap.

put SibirMap above ProMods, as ProMods uses the russia.sui file in its mod for the wrong purpose

I've tried a few load order variants with SibirMap above ProMods, but it would not work. The issue with Russia.sui is the reason, but of course you can't blame anyone for that.

Anyway, since I've read in viewtopic.php?f=51&t=39047&start=20 that Horizon fixed it on the part of PM, we'll just wait for the next updates

Place this above ProMods and SibirMap (or any other map that adds cities in Russia) to fix the timezones issue meanwhile

New timezones fix, use it if you have timezone issues and place it above every Russian map, credits to ProMods for the "russia.sui" file (this is still needed because the RusMap-ProMods connector modifies the "russia.sui" file without the SibirMap timezones):
