As can be seen, I've driven through the town completely. Yet, it remains undiscovered.
Perhaps, it's because I came by boat from Iceland. As an immigrant to Scotland, maybe I'm not counted in the national census. I just don't matter. Oh sure, if I was Scottish and driving through, that would be a different story. No, I'm an immigrant from Iceland.

Funnily enough you're right, Thurso marks as discovered when coming in from the south but not when you arrive on the ferry!

Yesterday, I reached Thurso again by ferry. I drove through the town and parked on one of its streets. I then saved the game and closed it. Today, I restarted the game, while still in Thurso. It immediately stated that I discovered Thurso.

That's good! But I tested this bug today, and still found that when arriving by ferry, Thurso wasn't being 'discovered'. So I made an adjustment, ran another test, and the city was discovered when leaving the port/ferry area. The fix should appear in a future update.
