I like that color picker feature,but I don't have Scandinavia DLC and I can't use this mod.Can I get the custom colors from the def file without using the rest of the mod?

You can manually copy the colours from the generated def file into another def file.

So I must make another mod?

Color information, among other things, is stored in file /def/game_data.sii
