Do high quantity of mods cause that game gets stuck?

It depends on how good your computer is and how many mods do you have, but If they don't collide with each other there shouldn't be any problems.

If you are trying to run larger amount of mods than your RAM can handle then yes, your game can get stuck in the loading screen.
