There are signs on the other side of the intersection that point the (correct) way to Ruse. I suspect the signs you pointed out, which point to the North, were supposed to say "București".

I have reported this issue in our bug tracking system, bug #5258. We will see what the developers say about it.

For the future, please review the procedure for reporting bugs: How to report a bug (Important), specifically the ProMods version and a description in your thread title, and it would have been most helpful if you included coordinates of the problem location - București is a big place (it is difficult to tell your position from the mini-map in your picture).
