EDIT: After loading a savestate there, the city was discovered. Still a problem, though...

When teleporting directly into Haparanda it is 'discovered' immediately, but when driving in from Tornio/Finland it does indeed not mark as discovered.
This issue was previously reported and marked as fixed on our bugtracker so I have reopened it. Thanks for your report!

This issue has now been fixed, and the bug even had to be removed from 2.20 betas.
