[2.16] AI Police crossing state border

I was crossing Russian-Estonian border and was fun to see Estonian police car crossing border from Narva to Russian Ivangorod.
Suppose that those police car and military related cars (like Kaitseliit cars) are not allowed to cross border.

I'm afraid we can't block police cars crossing the borders.

This can happen if the AI happens to calculate that way, however once the police car crosses the border it will lose authority.
So you cannot be fined by Estonian police in Russia

Maybe, they just had a ride for cheap Russian fuel.
