Found these traffic lights at roadworks with a yellow light where the green should be

Also the sequence is red, red/amber, flashing amber

Edit: They are actually green if you look at them from the side, but appear yellow head on

Not entirely wrong, but also is not a ProMods error.

The roadworks in France use a blinking yellow light in place of the green light. This is intentional by SCS Software work.
Searches online elsewhere also indicate that the French use a blinking yellow light on temporary traffic control signals at roadworks.

The model itself is slightly bugged in that there is a green light texture behind the yellow flare. That is a bug from SCS Software, and should be reported on their forums as they made the asset.
Normally, you won't notice the green texture unless you are purposely trying to look at it from the side, or if you are using a flare mod that uses smaller flares than what the game normally uses.
