[Fixed] [#8782] [2.20] Innsbruck, A13, terrain gap before tunnel

I found a terrain gap on A13 outside of Innsbruck, Austria.
I think this have been reported earlier when Promods 2.20 was in beta, but it looks like it didn't get fixed in time for release.
This has been also tested with a test profile that has Promods only.
