Hello, I noticed some AI cars were using the emergency lane, which ofcourse, they shouldn't.

This happened north of Arnhem, Netherlands. Small bit of A50 highway, between a Trumpet interchange and the spaghetti that follows, I didn't get a video, sorry. I was travelling south, so I was in the left part of the highway, judging if you open the map.

Are you sure they shouldn't use it? Pay more attention to the signs to be safe on the road
One of ProMods 2.1 loading screens shows exactly that part of the road you mentioned in your description:

Well, I don't speak dutch and the word "spitstroek" or whatever it is means nothing to me. Moreover seeing people drive in what obviously, but not so obviously is the emergency lane is something totally new, but I understand the confusion.
BTW, some trailers have broken shadows, this has always happened to me...

I don't speak Dutch either but 3 arrows on that sign were clear enough to me
