As I understand, you`re asking if ProMods have Italia DLC included. No, you should buy Italia DLC in Steam.

A question, i can delete those files you mention instead of re-downloading promods is that correct?

I dont understand you sorry I mean just new version will come for Italy DLC, for example if have not Italy DLC you can't use new version.. like this
