So, do you need Iberia for this to work? Since at the top it says all DLCs needed, but below that Iberia is not currently needed. Also, is it compatible with ProMods Middle East? Thanks!

The both answer is no. They just released 1.0.3 for the compatibility update of ETS2 1.41 a few days ago. You can download it from it's website.
Also this map is a standalone map, which is not compatible with addon maps like ProMods. You need to create a new profile to run this map.
