I was near the end of the mission however once I reached Tallinn and pulled into the ferry dock parking lot the green holograms were missing. I pulled to the rest icon on the world map and could not rest (started dozing after a while trying to find a trigger).

Also, the world map shows two anchor icons however in normal driving mode the green holograms to drive over are missing.

I cannot complete the mission.

The trigger for the ferry is on the ferry itself, not in the ferry terminal lot.
You'll have to drive onto the ferry to take the ferry.
