If you play at low graphics settings, maybe.

Start at nothing and work up from there, testing individual settings to see what has the most impact for the least performance hit.

Well you have a 960m I would be confused if you couldn't play on high graphic settings O.o

It still is a laptop, laptops aren't meant to run games by default. I never recommend laptops for gaming.
But you can do what jdenm8 says. Start low and work you way up by trail and error.
The 960m may sound good, but it only has 2GB of memory. Which isn't a lot of graphical memory.
Using the SSD as your installation drive, will help a lot with the performance.

Does the game even support more than 2 GB of Video RAM? Because my graphics card(AMD Radeon R9 390) has 8 GB of VRAM but gamelog says only 2048 MB(2GB).

Well i have desktop with 1050 Ti (and i5 7400) and sometimes in some very detailed places like Trieste it won't keep 60FPS with max graphics on 1080p but usually no problem even with max graphics! Without ProMods game runs more than perfectly!
Also if you have weak pc AVOID mods that increase traffic!
