By "road markings under traffic lights" I guess you refer to stop lines.
If so, that's not considered as a bug as it's an SCS prefab. As I'm not a developer I don't know whether if it can be changed or not but anyways you may not see those stop lines at some places in real life.

If it's traffic lights, they need stop lines. These can be added in manually in the editor.

Yes, it is a traffic light and there are more intersections that have the same layout but have the stop lines.

I don't think it's worth to be reported since this is old area that maybe will be improved in future.
So this is not a bug.
