I think this situation could easily happen in real life too. It's not a cut, what it really is is a tunnel's covering. I'd not consider it a bug though if someone else thinks something else, feel free to state it.

Hello, scan720.
This coordinate appears in different place due to North rescale.
I don't think it's worth to report this bug since it's just minor and not easily noticeable.
So this is not a bug.
