Download page doesn't list any map differences, but obviously now it's been updated to work with 1.32.

It's mainly bugfixing and adapting to new Version, no new stuff.

The compatibility page does list what's included: the same as in 2.30.

So is ProMods Germany like it was in 2.30 or does it already contain some things of SCS' reworked Germany?

In 2.31, this is only Germany from ProMods. In future updates, a parts of Germany made by SCS will be included instead of old ProMods pieces.
