Apologies, I didn't realize you were asking for the load order together with ProMods 2.17. In that case, I recommend you download the appropriate version of RusMap from viewtopic.php?f=42&t=10186 and follow the instructions included with that version.

Go to Documents -> Euro Truck Simulator 2 -> search a file named game.log, open it and copy everything -> paste it on pastebin.com -> copy the link here
