i have the same problem.
but i have buy the game 4 years ago on steam.
now i am looking for the dlc's but i can ony buy the dlc with the full game.
so steam don't let me buy 2 times the same game.
Can anyone help me pleas.

2.) you can buy DLC's on Steam without the full game - what exactly is your problem?
