[2.42] Misplaced City Borders in Haifa, Israel

Weird City Borders
- It basically says "You have left the city" while you're still in it. Marked on the image between the two red lines. When you pass the garage, you "leave", but just before the truck dealer, you "enter" again.
- This was discovered while playing on TruckersMP, as that is using 2.42. I was instructed to report it here, as the two do work together, and TMP does not sort city boundaries.
