It seems there has been a heavy storm and as a result the top of a tree has been submerged into a road.
Requesting a saw or an axe to remove it.

It does not have collision.

The one you posted is in a format that cannot be used in the game console.

It's not a ProMods problem. It's caused by the graphics mod you use.
