Carpathian Add-on is not updated to a new game version, but if you chage the manifest file manually it still works

hi anyone can help me when i load ukraine expansion everytime i open game i get message Content change detected. Updating navigation data. Please wait... and i need wait around 11 min to load game.When i delete ukraine expansion everything is ok
