Error generating job in custom map.

Having the error:

00:00:07.404 : <ERROR> No valid offers found for player's HQ city 'linchester'
00:00:07.404 : <ERROR> Error generating first job!
00:00:07.437 : quit

I have made both companies inside the city bounds, both have the same "in and out" folders copied from one company to another so they are the same, traffic flows freely along all roads. Pretty sure I have the correct prefabs named etc. I'm reluctant to carry on mapping without jobs, I cannot figure out why it does this. I should note it crashes when trying to load the mdb on the profile.

When in the Editor I can mark checkpoints, and it connects one company to another along the roads (without the 1, 2 above etc)

I can do an unlisted video going along the roads with traffic if that helps? I am just stumped and very annoyed.
