The road heading up from Uppsala, Sweden to Tornio, Finland has a lot of speed limit inconsistencies, but none more so than this: a speed limit of 50 km/h on a rural road, when AI vehicles go faster:

I also have RusMap. Not sure how that would affect anything, though. ¯\(°_o)/¯

Try starting your drive in Skelleftea and proceeding south from there. It might just happen.

I tried from the roundabout and tried again from even further into the town. There are 80km/h signs at the roundabout exit there, and the speed limit changes appropriately

That's weird. When I was heading south from the town, the speed limit got stuck at 50 km/h upon leaving. It then went back up to 80 briefly, but then down to 50 shortly thereafter.

I can't confirm this bug either when I did take a test drive from the roundabout and down to the rest place.

So this looks like a mod conflict since I can see other mods in game.log.txt and then not a bug.

Thanks for looking. I've noticed that without RusMap, the inconsistencies seem to be less frequent and less severe, if memory serves me well. I'll keep an eye out for more like this.
