Hi, i got banned, because my account has been hacked, after then i delete it, and create new account with F2A, but i can't rejoin the discord service.

Moderator 30maes say i can rejoin again , but it's not possible.

old account name : CAT-Xiao Jiu
this account got banned
now i cant re join again
when i click verify my discord, there show me "The page is not available"

so what should i do

Well, that image did offend other people and thus you have been banned. There is no warning, since this was a 2.x rule which are major offences that will lead to a permanent ban without warnings.
And no, we wont unban you, especially since you joined with another account which is also a violation of a 2.x rule.
Also next time read the first post and add all information neccesary, like your discord Username/ID

I was banned from the ProMods discord for "starting an argument", when I was probably trying to defend a user that I can't remember, the guy that i was arguing with mocked my home country, and my gaming status, which made me really infuriated, considering I have anger issues, and then continued to happen until I was told to stop, but I actually stopped doing that stuff, but they still banned me.

You are not banned for "starting an argument" as you said in your post. You violated rule 2.02. Here is a copy of that rule.

2.02.
Bullying, stalking or otherwise showing a lack of respect and privacy towards any other member, either towards a team member or user

and then continued to happen until I was told to stop, but I actually stopped doing that stuff, but they still banned me.

Why you stop only after a team member that told you this isn't allowed? This is correctly said in the rules. However, if I followed what you said, you have already been warned by one of our team member, but you still doesn't stop after the second team member warned you. And you shouldn't do that at first at all. Rule 2.xx are starting with the following sentence:

Severe permanent bannable offences, with no warning
