2.67 Speed Limits - PL, Moldavia

I noticed a section of highway A1 / E75 exiting Łódź in Poland heading to Katowice, the speed limit is 40km/h for some distance but it should be 80, changes back to 80 after S8 / E67 junction. The ramp from Łódź to A1 / E75 is 40, unsure if it affects all travelers on A1 / E75 there or just ones using that on-ramp from south Łódź.
Also noticed in northwestern Moldova, some of the towns along R57 / R53 / R15 to Balti don't have the speed limit drop to 50 KM/H from 80 KM/H despite signage displaying the change.
