Difference between Rebuilt/Refresh/"Improved"

Hello guys. I started playing promods some versions ago and i have seen this words appearance sometimes.
I supose that the rebuilt is making the city from scratch, but the Refresh and "Improved city" dont know what they mean exactly
Then thats it, i would like to know the practical meaning of these words on the game map.
