Adding notifications to the road advisor

Hello, I wanted to ask how to add various notifications in the editor (to make them appear in the game) and what files to create in the mod to make them appear in the navigation. For example, in ProMods there is something like this with notifications when entering a voivodeship (in Poland) - the inscription of the voivodeship and the coat of arms appear at the road consultant, to the cities (with the coat of arms of the city). Then the navigation notifications are displayed. If anyone understands what I mean, please help me.
