Texture problems

i have some rainbow coloured texture that appears on roads from time to time usually only appears around exits 99% of the time when it appears and today i am having extreme clipping of the road when i am in the cab view if i switch camera view to outside on the overtop view it is normal i have a image proof of the clipping Game Log: https://controlc.com/a05461bf
