This looks like possible mod conflict especially when I see there is no license plates for AI traffic.
Can you post game.log.txt here and full coordinates with sector in front?

This bug isn't related to a mod conflict, I started a fresh profile with only Promods and the barrier is still there

The game.log.txt doesn't say it's loaded with a profile that has ProMods only.

Can you add full coordinates with sector in front for this location that is in bugs.txt here?
