[#39802] traffic stops in Reykjavik AI traffic issue [2.67]

At the junction where you turn left to head down to Keflavik traffic turning left just stops, almost as if the AI travel lanes stop, as a result the lights go through sequence after sequence and the traffic doesnt move forwards, probably because it can't do so as there is no continuation of the lane
