Freight Cargo only in the same city

Hello. I hope I post in the right place.
I maked my standlone company in the city of Nurnberg and when I activate the promods in the whole city I can only take jobs only in Nurnberg and from my company too. Like all the jobs are local
Can you help me? What should I do?
