I have the exact same problem. Seems to only occur when zooming out to the maximum level. Sometimes crashes immediately, other times it takes a bit of scrolling around before the game crashes.
I use Promods Europe + ME + TCP, no other map mods. I do play the game in VR, but the normal release build seems to also be affected. For completion sake: I do own all the map DLCs including the Western Balkan one.

This is a known SCS bug which is caused by too many icons on the map. We have discussed it with SCS several times, they are aware of it and are trying to solve it.
It only occurs when a combination of map mods causes the map UI buffer to overflow.

The only solutions are:
1) reduce the amount of mods you are using
2) use the Steam Workshop zoom crash fix mod which will reduce detail on the map thereby preventing a crash
