As you can see below, I've been exploring a bit.
  • I found a partially-built Ukmerge, Lithuania. Abandoned or planned?

  • I found a road going from Gusev, Kaliningrad Oblast' to the border with Poland. Here's the border control post:

  • I also found some other roads in Finland and Poland but they're not related to this topic
So, are these coming in the next ProMods update? Or are they still being developed at the moment?

Ukmerge is actually in work in progress.

Road to PL-RUS border from russian side is finished, but not from polish side. DK65 is not connected with Russia, because is not started.

This stage of Ukmerge is in the map since 2.0, nothing has changed. I don't even know if somebody is even working on Lithuania anymore. No news so far. It makes me a bit jealous when Baltic countries Estonia and Latvia are finished and Lithuania is far away from it. but we all know, patience and the hope is the key here :D

Now that time zones are a part of the game, there should be seperate def file for Kaliningrad so it can be set to Kaliningrad Time (UTC+2) instead of Moscow Time (UTC+3), which is what the russia.sii file has, unless it's using a different def file that I didn't see.

That would involve making Kainingrad Oblast a separate country.

Kaliningrad is economically separate IRL. Russia thing is caused by hystorical reasons.
