M95 is the creator of the original Italy addon 
he made it before he joined promods.
So he is doing mainly Italy afaik, but I think that there were more devs working on the part which was already published in 1.8.

Well, M95 did assist on the ARP, reconstructed the Brenner Autobahn and part of Innsbruck and he started with Basel. He's hopping between projects

Also is this really how French roads are supposed to look? No bariers, no reflectors. Seems unpolished to me.
